Why was this lot shipped? Structuring evidence for manufacturing concessions
For quality assurance leaders, plant managers, Material Review Board (MRB) chairs, and compliance directors accountable to customer and ISO/AS9100 quality audits.
GembaOS is a zero-trust governance runtime for enterprise AI agents: policy-decided access, single-use clearance tokens bound to exact parameters, and accountable human approvals, running on-premises or in a private VPC.
This article examines a high-stakes audit vulnerability in industrial and high-tech manufacturing: how to maintain an airtight, verifiable chain of custody when an enterprise approves a non-conforming batch for shipment under concession (use-as-is disposition).
Incident breakdown: The audit nightmare of fragmented justification
In automotive, electronics assembly, aerospace, and medical device manufacturing, non-conformance is inevitable. A batch of precision-machined brackets arrives 0.03mm outside drawing tolerance. The engineering team conducts stress simulations and determines that the dimensional variance has zero impact on structural fatigue life. Under delivery pressure, the Material Review Board (MRB) issues a concession.
The disposition itself is technically defensible. The operational vulnerability is that the evidence supporting the decision is hopelessly fragmented across corporate silos:
- Coordinate Measuring Machine (CMM) dimensional inspection data lives in a local CSV on a shop-floor workstation;
- The customer’s formal written waiver is buried in an account executive’s personal email thread;
- The final release sign-off was a quick physical stamp on a paper traveler tag.
Months later, an end-customer field failure occurs, or an ISO 9001 / AS9100 auditor arrives and asks: “This serialized batch deviated from the engineering drawing. Who approved the release, against what test data, and under whose authority?”
The quality engineering team spends days cross-referencing three separate systems, desperately attempting to reconstruct what happened.
While computer vision and automated inspection agents are rapidly penetrating the shop floor, they only solve defect detection. The critical handoff between defect identification, engineering review, customer consent, and physical quarantine release remains vulnerable to human error and audit breakdown.
Dispositions are structured facts; approvers select findings
In GembaOS, a non-conformance disposition is never recorded as freeform commentary. It is a structured record within an NCR ticket, kept on the ticket’s hash-chained record.
Approvers do not improvise ambiguous handwritten notes; they select from an established catalog of findings: Concur with Concession, Requires Additional CMM Data, Requires Customer Written Waiver, or Reject Disposition / Scrap Lot. Each finding determines the deterministic downstream routing. If evidence is lacking, a structured document round issues directly to the quality engineer:
| Quality Control Dimension | Traditional Paper / Email Practice | GembaOS Governed Runtime |
|---|---|---|
| Disposition Definition | Handwritten scribble on a traveler tag | Machine-enforced parameters bound to the approval request |
| Customer Deviation Consent | Lost in sales rep email inboxes | Structured attachment verified through a document round with cryptographic hashes |
| Sign-off Accountability | Anonymous physical stamp | Cryptographically signed approval with explicit finding, role, and timestamp |
| Post-Approval Tampering | Quantity or lot swapped before dispatch | Pre-release live re-read; any parameter drift aborts the clearance token |
Only the signed disposition executes on the shop floor
The greatest hazard in manufacturing operations is payload tampering or lot substitution after sign-off. Under schedule pressure, an operator might modify the quantity from 50 to 500 units, or ship an unworked lot claiming it was granted a concession.
GembaOS eliminates this vulnerability at the execution boundary. When releasing a lot hold in the Manufacturing Execution System (MES) or Enterprise Resource Planning (ERP) platform:
- The plant manager signs off on the exact parameters: Part #, Revision, Lot ID, Quantity (e.g. 50 pcs), and Disposition (
CONCESSION). - The sign-off produces a single-use clearance token carrying a cryptographic hash of those exact parameters.
- In the final millisecond before triggering the MES quarantine release API, the GembaOS governance kernel re-queries the live MES database.
- If someone altered the lot quantity or substituted a different batch number while awaiting sign-off, the live state diverges from the signed assertion.
- The kernel instantly aborts execution, invalidates the clearance token, and alerts plant management: “Precondition violated: Lot parameters altered post-approval. Release halted.”
Summary
Concession dispositions represent some of the most critical risk decisions made in enterprise manufacturing.
GembaOS does not ask an AI model to guess whether a part is safe to ship. Instead, GembaOS structures the evidence, ensures that every relevant test record and customer waiver is collected, and enforces that the physical release command dispatched to the factory floor matches the human sign-off down to the exact serialized unit.

Questions this note answers
What is a concession (use-as-is disposition) in manufacturing?
A concession (or waiver/deviation permit) is an authorized release of non-conforming material that does not strictly meet technical drawings or dimensional tolerances, but has been technically validated to function safely and reliably without compromising performance. Critical customer-facing deviations require formal buyer authorization prior to release.
Can an AI agent decide whether to grant a concession?
No. GembaOS never delegates concession judgment to AI models. The agent's role is strictly to aggregate dimensional CMM data, customer specifications, historical defect trends, and contract clauses into a structured dossier. Final disposition and legal accountability rest exclusively with human authorities—such as the QA Director and Plant Manager.
What happens if someone alters the lot quantity after management signs the concession?
In the final millisecond before dispatching the release command to the MES or WMS, the GembaOS governance kernel re-reads the live database record and compares it against the signed parameter hash. If quantity, part number, or disposition has drifted, the single-use clearance token is voided instantly, and the material remains locked in quarantine.
